The state of Maine effectively legalized medical marijuana via ballot on November 2, 1999 and followed with recreational adult-use via ballot on November 8, 2016. 

The state Office of Marijuana Policy will issue its first recreational marijuana business licenses on September 8, 2020 and retail stores will be allowed to open on October 9, 2020.

The State of Maine created the Maine Medical Use Marijuana Program to "ensure and facilitate an efficient, responsible and legal medical marijuana environment within the State."  They currently offer reciprocity to patients in most states.  The narrowly passed (50.3%) and embattled recreational adult-use ballot referendum has cleared most hurdles towards implementation but so far the state's rules are designed to allow municipalities to opt in or out of allowing adult use of cannabis.  Unfortunately, that means most of Maine's nearly 500 cities and towns will not have recreational dispensaries when the first sales begin in March of 2020.  Thanks to the ouster of former Governor Le Page and his anti-cannabis stance, current Governor Janet Mills was able to sign off on guidelines to finally frame out rules and a regulatory system.  The city of Portland and it's 66,000 residents won't necessarily be a hotbed of cannabis like it's ultra-progressive west coast namesake with 10 times the population, but it should be the de facto epicenter of of craft cannabis retail that Mainers have been asking for.
